1. (a)This Rule applies to traffic separation schemes adopted by the Organization and does not relieve any vessel of her obligation under any other Rule.
2. (b)A vessel using a scheme shall proceed in the appropriate lane in the general direction of traffic flow, keep clear of the separation line or zone, and normally join or leave at the ends of a lane — but if joining or leaving at the side, do so at as small an angle as practicable.
3. (c)A vessel shall so far as practicable avoid crossing traffic lanes, but if obliged to do so shall cross on a heading as nearly as practicable at right angles to the general direction of flow.
4. (d)Inshore traffic zones shall not normally be used by through traffic which can safely use the adjacent lane, except small vessels, sailing vessels and fishing vessels.
5. (e)A vessel other than one crossing, or joining or leaving a lane, shall not normally enter a separation zone or cross a separation line except in an emergency or to fish within a zone.
6. (f)A vessel near the ends of a scheme shall navigate with particular caution.
7. (g)A vessel shall so far as practicable avoid anchoring in a scheme or its approaches.
8. (h)A vessel not using a scheme shall avoid it by as wide a margin as practicable.
9. (i)A vessel engaged in fishing shall not impede the passage of any vessel following a traffic lane.
10. (j)A vessel of less than 20 metres or a sailing vessel shall not impede the safe passage of a power-driven vessel following a lane.
11. (k)A restricted-in-ability vessel, when engaged in maintaining navigational safety or laying, servicing or picking up a submarine cable within a scheme, is exempted to the extent necessary to carry out the operation.
